It's fairly common knowledge that Judy may have been planned as some relative to Josie or something. The idea of her as a 'redhead Laura' is more thematically interesting but honestly I think Sheryl Lee would wear out her welcome being killed by BOB a third time so I'd hope that wasn't the plan. Never heard of the books. Only watched in the first place because the commercials had a Twin Peaks vibe. Enjoyed episode one well enough. Clear Twin Peaks/Lynch influences but altogether a very different beast so the TP bits being 'superficial' is no big deal.
