I now really think that the conversation is that last thing (chronologically) that we see in the series. Cooper is very far away. He is asked to remember Richard and Linda from his past. i.e. this scene somehow shows us a future Cooper in peril being guided by the Fireman to get out of it. I think ...

It actually balances out really nicely, Frost being relatively forthcoming and Lynch super-schtum as always. You get enough hard info to enhance your enjoyment of the show but the mystery always remains.

if they were to continue, how would they deal with having dealt with some of the open storylines in a book? I'd say S3 whittled down the audience considerably but probably not to the point where there's no one out there that's hardcore-fan enough to watch s4 but not quite enough to have read the boo...

There's a lot there that would have been useful for any continuation, so if Frost's tying everything up like this, it looks like it's done.

if there was a fourth season, i'd have Coop and Carrie in a cold open, replaying the scene where the car lights are behind them, then we cut to Chris Isaak at the wheel of the car, dressed like a fifties gumshoe with a look of grim intent on his face...
