Yeah, I'm of the opinion that it's always Leland as well. The movie is just more explicit about this than the tv show is. BOB is a real force however. Would be really funny if the new mayor was Walter Olkewicz as a "reformed" Renault cousin.

But it's going to be interesting to see if the mayor is another Milford type, a sort of ceremonial oaf that pops up randomly and with little consequence, or something else entirely.
