I don't think that is a fair assesment. We are shown Judy. We are shown Judy in Sarah. No we're not. We are shown things. We are told names. We see characters doing random things. Kinda makes me wonder if The Fireman is a character from another story Lynch had developed over the years and decided to use now, and to make it look like a tie in to TP he cast Carel Struycken.
