It does make sense. In the simplest terms it just means "Kill a victim." So a victim would be "falling victim" to this felling. This is a meeting where they're deciding what to do, and that's what they plan. To me it's their first meeting before entering the lodge and from there ...

Initially, there were plans for a third season soon after season two and it can mean that Cooper possession is a clue for trully reason that Laura was killed. For some reason I was thinking December, so I'm very happy that (apparently) we'll have a chance to read it a bit sooner.
