I'm more inclined to think the Jumping Man is another visual shade of Judy, if those brief visual connections are to be given weight, than to remove all the other satisfying plot and thematic implications that Sarah is Judy.

I think LH and particularly MD were "deciphered" (insofar as that's possible) pretty quickly; it didn't take years. OTOH, I don't believe there is a common consensus on IE to this day, although I have my interpretation. This is why LH and MD are on the lower end of Lynch's output for me, ...
