Most of the locations were sets. And those that weren't could easily be. Not sure what you mean by that, but TR was mostly shot on location. Agreed that 19 is probably the worst, notwithstanding the Dead Dog stuff and the final scene. But there really isn’t a single hour of Peaks that doesn’t have SOMETHING to recommend it.

In terms of Piper, there’s a couple of different versions of what happened.

Chen is less ambiguous. She publicly begged to be in the show and there clearly just wasn’t a place for her.
