David Lynch "Hole" movie with Bobcat Goldthwait?

I was just listening to this podcast / interview with Bobcat Goldthwait:

About 47 minutes in they start talking about Lynch, and Bobcat says that years ago they met to discuss a movie about "a guy who digs a hole." A bunch of people are digging a hole, and when one guy (presumably played by Goldthwait) asks the boss why they are digging the hole, he gets promoted to management. Then everyone resents him, his life goes to hell, and he starts digging his own hole.

Has anyone heard of this? No idea when it would have been, maybe the 80s.

Yeah, sounds exactly like The Happy Worker. I guess that project had a long gestation period.
