I don't even think that's possible, and since this post doesn't have the "spoilers" tag, I don't feel at liberty to explain why I think that. I'll just say that I'm of the opinion that it's not possible to know at this point since I'm of the opinion that there are at least one or two 'real world' (assumed) scenes that are not in sync time-wise with some of, or perhaps all of the others. Hell, the entire thing could be all over the place.

There is debate that it's possible that DougieCoop is existing in 2003, though I feel there is considerable evidence to the contrary.

I'm also of the opinion that The Las Vegas scene may be out of time with the rest of the show so far... though I have no evidence whatsoever. It's just a hunch. I'll probably be wrong.

If everything is happening in a sequence of time, then I'd assume that it'd have to be 3 days, but the sequence still doesn't work out with the Bang Bang Bar concert scenes... assuming they aren't putting on shows in the early morning.

My gut tells me the opening Giant scene is a flash forward. Possibly to the finale.

With the exception of the first Bang Bang Bar scene - which has dialogue and story - I don't think that the other scenes should be considered as part of the story in any way whatsoever.

The day Hastings is arrested ("day 4" by your reckoning) is strongly implied to be a Saturday. Dave asks Bill to account for his whereabouts the last three or four days, Bill tells him about Weds.-Fri. then says he spent today at home.

Good catch!
Bad Coop's arrest form says 9/22.
Since he murdered Bill's wife, we can say that if time is linear he was arrested on a Sunday which would mean 2013.

So how does this fit in to all of this:
The dossier that's TSHOTP was recovered from a crime scene on 7-17-2016
Carrie Page: "It's a long way... In those days, I was too young to know any better."

Actually, COOPER is arrested on "day 6," according to the layout above (and it makes sense--he does say he might have to be on his own starting "the day after tomorrow" in the diner).

So, if Bill was arrested on a Saturday (which, yes, is very strongly implied), then COOPER was arrested on a Monday.

9/22 was a Monday in 2014--which is 25 years after Season 2. This would also fit with Wally Brando being 24.

Evidence points to The Return taking place in September of 2014.

This is all sound. However we have to explain this: (Tamara's afterword to her final report to Gordon Cole, August or early September 2016): "I don't know what happened to either Major Briggs or Agent Cooper at this point. There are files on Briggs, at both the FBI and Air Force, and on Cooper, at the FBI, that are designated many levels above top secret. Out of my reach. I've taken my analysis as far as I can. My instructions are clear; I'm to turn over the dossier with my findings to the Director's office and wait for their response.

I'm guessing that if, and only if, they find my work to date acceptable they will have me begin breaking down the other data, which I have not yet seen."

It is damn hard to reconcile this statement made in August 2016 with the idea that Tammy Preston is obviously pretty closely working with Albert and Cole back on a 2014 timeline for the series (whereas in 2016 she seems to imply her closest moment with Gordon was an invitation to a coffee once), and of course, the fact that she has met a returned Dale Cooper in September 2014. Even if they conclude that the man isn't really Cooper, it makes little sense that Tammy would know very little about Cooper and his disappearance when she wrote her 2016 report.

What seems possible is that the Twin Peaks threads are set in the past, in 2014, while the South Dakota and Nevada threads are all set in September 2016. Cole was satisfied with Tammy's very recent report, and he started drawing her in his inner circle, but this is barely starting. She's not quite a Blue Rose initiate, and she's not been assigned to reopening the Cooper case. But as Cooper reemerge, she is brought along.

But Lucy and Wally are headache inducing no matter what... forget about the fact Wally is 24 y.o.... Brando's birthday is on April 3rd. There is absolutely no way the baby Lucy was carrying in s2 could be born in early April. (some theorize Lucy has miscarried in 89 but that she has repressed all that and has merged her first 1989 pregnancy and a second 1992 pregnancy. This doesn't sound a too Lynch/Frost scenario to me, but who knows...).

I doubt the new series takes place after August 2016, they wrapped principal photography in April 2016, so it's unlikely that they set the series later than that. And Wally's birthday and the "25 years" stuff make 2014 the most likely candidate. I've suspected for awhile that if Preston was indeed in the show, that this would become yet one more discrepancy between TSHoTP and the series. I wouldn't try too hard to build a timeline around TSH given the many other contradictions of the show; I'd personally just stick to the hard evidence in the series itself.

Your choice, but it's a bit absurd to believe that Frost didn't make the timeline of his book coincide with what he had just written for the series, whether it's set after the series, before the series or somewhere in the middle of the series.

So sure, we have to remain open minded, even if it doesn't seem to match, that the story of the dossier being found is currently in the future of the Cole story arc (itself synchronized with NYC events and SD events, maybe with more), but unless there's a jump to a 2016/2017 date coming it seems very unlikely... it would mean that Briggs's fate and what happened to Cooper after the last entry of the dossier (the day before Briggs's apparent death mentioned in the series) will remain total mysteries to Tamara Preston for at least two more years. This sounds very implausible. Unless it turns out she's the one who altered the Dossier at Cole's orders in 2016 as part of a conspiracy to hide from other elements high in government the return of Agent Cooper in 2014.. and all her commentaries are basically bullshit and cover up. Could Frost have done that? I wouldn't totally discount the possibility...

Frost is however on record saying that TSHOTP leads into the events of the series. Recently he also said it's more relevant to S3 than it is to S1-S2.

I don't think it's absurd. TP tie-in books are notoriously iffy when it comes to continuity. As one relevant example, Scott Frost was presumably writing MLMT right around the same time he wrote Episode 21, yet the former places Caroline's murder in 1979, the latter circa 1985 (four years before the show's present). Based on his interview comments as well as the book's relationship to the original show, Mark seems to view continuity as extremely malleable. Which is slightly aggravating to me as someone who likes verisimilitude in tracking dates in fictional works, but I've made my peace and still like the book a lot on its own terms. However, if the new show ends up being internally consistent in terms of dating, I'd rather take the text of the show at face value, rather than trying to cram a round peg into the square hole of TSHoTP, when all evidence points to the fact that Mark just didn't care much about consistency. (Heck, even within the book itself, Robert Jacoby dies twice decades apart -- but this is a topic for another thread.)

But like you said, "Your choice." I can certainly understand and appreciate your desire to fit it all together with the book, but IMO it feels like a lost cause.
