8 would be next, but its pretty close.
It's really interesting how we view things differently. I think if we ask everybody to name their favourite 5-10 scenes, we probably wouldn't get two identical answers. For me, part 3 was absolutely brilliant in that first 15 minutes - until Coop goes through the socket. That is the moment where the rest of episode goes awry - for me.
I loved the Cooper coming through the socket. That scene was bang on to me. My theory is that the cigarette lighter socket in Mr. C's car was also a potential gateway for Good Coop to pass through. But he was thwarted or went the wrong way.

Yeah, I gathered he just had to resist it longer than Dougie. Poor Dougie.

We have spent the last 25 years or so thinking about Cooper and the dweller-on-the-threshold doppelganger Cooper. Most of the debate up until the start of the new series seemed to be about whether the Cooper infront of the bathroom mirror was Bob or was this doppelganger Cooper.

Then all of a sudden, in episode 3, we are introducted to a 3rd Cooper. Well, essentially. At that moment it seems this is the case. That moment elevated the show right out the park for me. This is why Lynch is where he is, and I haven't felt this way since Lost Highway (my favourite one of his films).

The whole cigarette lighter/plug socket/3-15 portal thing was like no one other than Lynch could have imagined.

As good as 8 was, there wasn't any moments that rivaled this.

I also love how the red curtains started appear in front of Dougie and DoppelCoop right before the puke up the creamed corn.

Re part 8, I have heard a lot of people saying their best bit was with either the giant/woman in the gramophone room, or the nuclear blast.

For me, the best bit by far was 1956. It brought Eraserhead right back to me (without so much of the industrial theme). There was a real sense of emptyness and isolation about that whole little town that I haven't felt since Eraserhead. Jack Nance could have walked through there on his way to dinner.

1956, while not my favorite part, is certainly part of why I thought it was such a great hour.

There's a moment in which the teenage boy is waiting for the girl to go back in her house that reminded me of one of Eraserhead's more subtly powerful scenes, with Henry waiting silently outside Mary X's door. So much yearning packed into such a simple shot. I thought of it right away.

Finally I picked Part 5. It felt most complete for me and while the best scenes were at the beginning of Part 3 and at the end of Part 4, Part 5 also had a great many of the shows' best moments (Roadhouse! Mr C's phone call!). And then I find out that hardly anyone shares my enthusiasm. Funny :)

My list so far:

1. Pt.5
2. Pt.3
3. Pt.7
(a podium I really like!)

4. Pt.4
5. Pt.6
6. Pt.9
7. Pt.2
8. Pt.1

Then of course there is Part 8 which I don't know where to put. I can't say I liked it more than 3 or 5 but then again, it would feel stupid to list it somewhere in the middle. It was great but I see it somewhere else. If I have to, I list it at no.3. Luckily I don't have to cause it would be a shame to de-podium the most TwinPeaks-like episode ;)

Impossible to choose. But so far 3, 6, and 8 have impressed me the most.

1. Part 8 - the most mind-blowing, inventive, imaginative, haunting and fascinating hour so far, by far, with only certain stretches of other S3 episodes comparing to this behemoth. A
2. Part 3 - between the insane DoppelCoop/Dougie/Coop trickery, the legendary "purple world" sequence, and the hilarious casino scenes, this is one memorable episode. A-
3. Part 9 - the most humane and warmest hour yet, I don't get people who deride it as pure exposition as it's full of some of the best character moments of TR thus far. A-
4. Part 4 - so much great stuff - DoppelCoop's talk with Gordon/Albert and the latter two's private talk afterward, Bobby, Wally!, Mr. Jackpots Pt. II, DougieCoop's breakfast, etc. A-
5. Part 5 - does a great job of injecting more momentum in the narrative and introducing some interesting new characters. Becky's scene and the insane Roadhouse scene with Trouble and Richard are both superb. B+
6. Part 7 - a great hour, but IMO more guilty of being a pure exposition episode than Part 9 is. still, so much of interest here as we get closer to that "Peaks" feel. Diane's reaction to DoppelCoop is terribly poignant in its implications. B+
7. Part 2 - Laura's scene does a lot of the heavy lifting here, but still, not bad at all - just setting the pieces up for following hours. B
8. Part 6 - a mixed bag, with weird scenes like the car accident that are schmaltzy, oddly pitched, and yet deeply moving all at once. overall it's all a bit unpleasantly nihilistic; the Ike stuff is Lynch in WAH-mode. I do love Red though. C+
9. Part 1 - has the unenviable task of picking up the pieces after 25+ years. does a good job, and I do find the NY and Buckhorn mysteries gripping, but mostly this is stuff that will pay off in Part 2 or later. C+

Part 8. I've never seen anything like it on television before.

For me, Part 8 kind of transcends concepts like "favoritism" - it is an hour unlike any I've ever seen on television; and it may well be 25 years before we see its like again. So for me, like for BOB1, I really have to set it aside. It was an hour of pure art; whether I like it or not (I love it) is irrelevant.

Part 4 showed us what we were in for. A more traditional series would have a slightly different version as the pilot. I think I enjoyed it the most of the first half (again, exclusive of 8).

Part 9... I don't know why so many people love Part 7 and dis 9 as exposition. I see it the opposite way; in fact I messaged a friend that very thing after it aired. "That's what part 7 wishes it was!" or something like that.

Part 3. Another side of the glorious Lynchian dreamscape that gave us the Red Room and Eraserhead. The opening 1/3 was on a par with Part 8.

Part 6. Jade gave two rides. Make... sense of it. The hit & run, and Carl's breathtaking scene of humanity ...and something more.

Part 5. Our real return to Twin Peaks as viewers; we get to spend (a little) time with Shelly & Norma, and of course Dr. Amp! Much has been said of Becky in the convertible, one of the quintessential images of the season.

Parts 1&2 were released together and meant to be shown together. You guys, it's back. Twin Peaks is back. I can scarcely believe it; and my heart has been going pitter-patter ever since. OMG, there's Catherine Coulson, I'm gonna cry... yeah.

Part 7. I might be the only one who has it at the bottom. It's a - excuse me - DAMN good hour of television, by the usual standards; but this is the one that to me was just too expository. It's still a B+/A- by my scale; so far TPTR is IMO the greatest TV series ever (if it ends the "right" way, and no I don't know how that is).

edit: I'd rank Part 10 near the top, but restricted my list to the first nine hours.
