The international broadcast version with the bubble effect of BOB on the rug, it used to be on Youtube but I can't find it anymore.

do you think the lipstick was for effect during the strobe-lit traincar scene or left over from the rape in the cabin that was cut out (i think i've got that correct...didn't Leland rape both girls?...confirmation needed)

I'd say for effect. Leland was BOB's physical form during the supposed rape, so I believe he was the one who should have lipstick not BOB.
And neither of them had lipstick in FWWM during the train car scene.
