I’m sure season 4 is being negotiated as we speak. They don’t want the same fallout that happened last time with season 3 nor do they want to hurt themselves with the limited series nominations.

I don't have any clue what stage it's at, but the first negotiation is going to be between Frost and Lynch, and that process will not be hurried. It's entirely possible they could talk for a year about what to do with the 4th season and Lynch could decide they don't have enough to move forward, all before Showtime comes into the picture. There's good detail about the genesis of Season 3 and there's no reason to believe Season 4 would develop any differently.

I don't see why there is all this touring around the world if they're not planning on doing more.

Both of these are just two reasons I've always remained fairly confident there will be more.

Actually, reading that again it seems completely innocuous. They are taking a break from tweeting until Feb 21st, but they would return earlier if there was any major news (e.g. a series announcement).
So that doesn't say anything about the probability of there being an announcement.
