I assumed Duncan Todd, now that he (like Lorraine) delegated to an unworthy subordinate who botched the hit on Coop.
I also consider Ike the Spike could be the second hit.
DougieCoop being the other.
- The scene with Lucy and Andy, getting up to go address each other directly rather than IM'ing or even calling across to the person in the same room like we commonly do -- seemed to me it could be a farce depicting what it would look like if we spoke directly in person the same way (or instead of, rather) as we do so often communicating, eh, electronically? [i.e. sans electricity]
- I liked how Gordon announces "a waiting room!" and then some scenes later (or earlier?) there's Dougie and Janey-E, effectively passing time waiting while in for all practical purposes, a waiting area.
- Whoever earlier posted the image of Chantal wearing a shirt with a "1" on it and compared with the "1-1-9!" druggie chick's little boy having the same "1" on his shirt, that had totally escaped my notice. That sort of blew my mind for a bit there.
- I am baffled as well by whoever "J.T." could be whom Ike was addressing. I wondered if someone like James Hurley could be known to some as when a middle initial "T" would become a nickname - - James's companion at the roadhouse early on, was wearing a cast on the same arm as Ike, someone already pointed out.
I'm still holding out hope JUDY's identity will be revealed so I'm not ruling her out, either.

He wasn't wearing a cast, it looked like a big green gardening glove. The weird part is, the hand never moves. It looks like it's covering a prosthetic hand or something.

Mr C. hires Duncan Todd to take out DougieCoop (after 2:53 on a certain day)
Duncan Todd hires Lorraine
Lorraine hires hitmen
Hitmen fail, Todd goes to plan B: send Ike after Lorraine and DougieCoop (note: the hitmen who actually failed the job are not targets)
Lorraine dies but DougieCoop survives
Ike gets caught
Following this logic I think the two targets are DougieCoop and Duncan Todd.
Plan C for Todd might be that he tries to take out DougieCoop himself.

I think that we can say at this point that was not only a dream, but the Major was just TELLING Bobby to not lose hope. Ever.
That episode made Bobby a better person and now we know why.
It reminded you? The connection was very, very Obvious. On the nose obvious. Not too subtle. I thought the scene with Betty was awful anyway. Just a talking head telling the audience what went down in the past. I am very surprised that so many liked and even loved this scene.
So obvious that is almost seems like alternative version of that scene. "Bobby, when your father told me this, you were a very long way from where you are today. Somehow, he knew that it would all turn out well." It kind of sounds like she says 'alternate' when she says 'all turn out.'
