Do we know for certain that those images are officially episode stills, or are they possibly on-set photos?

I would assume a combination of both. The pic with David Lynch with James Marshall looks like an on-set photo but the other pics look like stills to me.

I have uploaded the entire 40 minute "People/Entertainment Weekly Network (PEN) special EW Reunites: Twin Peaks" in 1080p to Google Drive for anyone wants to download a hard copy. Click the photo below to navigate to Google Drive and then click the arrow in the upper right to download the video in 1080p.
