Who is that guy in the Hornes-Leland scene from episode 8?

I'm currently rewatching TP on Bluray and I noticed something strange in the scene from episode 8 where Leland sings and the Hornes dance in Ben's office... In a corner you can see *something*, a picture of a guy, a TV screen, whatever that is... It's not a picture from the desk, it's bigger and actually next to it... At first I thought it was a TV with the same footage of Mark Frost telling the news about the mill fire, but that guy wears a different jacket... I didn't notice that before and I've seen TP many, many times... Any clues? BTW, I don't post much but I visit often, good to see y'all...

Don't have to say that I never noticed that guy, in fact your screenshot is the first time I've ever noticed the white fox whose fur Leland picks later on - if you hadn't made that arrow I wouldn't notice the guy on the TV even though you've asked about him, well...
Well to me he looks like Mark Frost broadcasting but since you say it's the wrong jacket and since it definitely is a television and not, say, a prop man trying to pass by unnoticed - perhaps another news broadcaster from the same tv station?

Well, no and no. Different coat (Frost's had a furry collar) and Frost's anchorman portrayal was in Episode 8, after the mill fire...

Maybe they shot more footage of Frost without the furry coat and closer to the mill, that's why we see a wall... I can't believe they shot only those seconds of him... I forgot to say the image is freeze-framed, like a photo... There is a stillness, like the formica table top...
