I guess if you prefer your Twin Peaks with the camera never once being in the right place, it's great.

I haven't found season 3 to full of much interesting camerawork. Take the scene with Audrey for instance. It's just a simple shot/reverse shot repeated ad nauseam. Much of the show is blocked this way.

When Bill died, I joked that Garland would have to take good care of his new kids, he got both Bill and Ruth in trouble he better take them somewhere fun now. Then someone on Twitter (@geeraymondo) said that he's "forever scuba diving in the endless purple ocean" now, and both Lillard and Frost liked it, so that's totally what happened.
