Mulholland and Inland were the two previous large projects DL did before the return, and they're both about filmmaking, acting, the world of illusions,
hollywood etc. and from what I've heard, Antelope dont run no more, would have continued along those lines.

The Monica Bellucci scene in Return rubs up against that material...

I can see Lynch wanting to use Twin Peaks as a layer in a meta dreamscape tapestry about filmmaking, and maybe Frost saying nah, I'm not interested in stuff like that, but go ahead if you want...

I could definitely see Lynch going in this direction, but I honestly don't believe he would use Twin Peaks at all if this happens to be the case. Unconventional as he is, I think he nonetheless regards Twin Peaks as its own thing, with its own themes, own story arc, etc., as well as its own cult following, and I just cannot imagine that he would continue such a great ending to The Return with something about filmmaking, i.e. things so far removed from the world of Twin Peaks. To me, The Return was very much Twin Peaks, a logical continuation to the original series (thematically, but also stylistically), and if this turns out to be season 4 - which I still think it will - I think they will announce it as such, and it will continue where we would have expected - with Richard, Carrie Page, maybe Linda - but then lead us to something none of us could imagine.

Everything else you said about "meta dreamscape tapestry about filmmaking" may very well turn out to be true about this project - but if this turns out to be the case, I really don't think it will be in any way connected to Twin Peaks.

the meta thought just occurs to me because of:

a) Wisteria connection to Los Angeles in Sweeney New Yorker quote
b) Twin Peaks Productions as a participant in the Production Weekly listings, + some activity with the corporate officers,
and this weirdness with Frost not involved.
c) that Monica Bellucci scene has a meta tinge.
d) Unrecorded infers recording - title itself could be meta/ self referential. it makes everyone think of Fred Madison hating cameras /
recording something vs remembering
e) his two most recent features before this focus a lot on acting and filmmaking and southern california set and showbiz specific ,
and if Antelope had worked out, probably woulda continued in that vein.

all that being said, I would prefer a season 4 of TP with Carrie and Richard to 13 more hours of Inland Empire. and I hope you're right.

Cool, so it's confirmed finally that Kyle will be playing Dr. Zoom aka Reverse Flash in the upcoming Justice League sequel.

He is gonna be playing T-1000 in the terminator reboot. But on a serious note, hope he is prepping for playing Dale Cooper or Richard? Richard wasn’t muscular if I remember correctly

Neither Coop or Richard were muscular in The Return. All Kyle is doing is getting toned and increasing his stamina with the training.

We saw Richard slumped on his bed, that's not going to make him look the best. Dougie stood upright looked in damn fine shape.

I if we’re going to be pedantic it was indeed Cooper, having replaced Dougie after he was zapped into the Black Lodge in Part 3. But yeah, it was the version of Cooper we all refer to as Dougie.
